Hollister has adopted several model codes as minimum standards for
construction within the city. The codes the city uses are:

2006
International Building Code,
2006 International Fire Prevention Code,
2006 International Mechanical Code,
2006 International Plumbing Code,
2006 International Property Maintenance Code,
2006 International Residential Code for One & Two Family Dwellings,
1997 Private Sewage Disposal Code
2006 International Fuel Gas Code 
2005 National Electric Code. 

The Building Department performs plan reviews and reviews permit applications for compliance with the Codes. Permit fees are collected by the City Clerk’s office. Inspections on site are also done to assure that construction is in compliance with the code

DO YOU NEED A PERMIT?
Call 337-9756 before attempting any home projects. Hollister has adopted codes published by the International Code Council as our city building codes. These codes cover all areas of construction from the ground up. Trades people such as electricians, plumbers, HVAC installers etc. should be familiar with their individual trade I-Code so they should know if what they are doing requires a permit.

Here is the wording Hollister is placing in city code (available for viewing at www.cityofhollister.com then follow the “City Codes” link) concerning. This language mirrors the I-Codes. City code and I-Codes do exempt many things from requiring a permit just ask.

“No building or structure shall be constructed, enlarged, altered, repaired, or moved until a permit has been issued by the Building Department. A permit is also required to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is covered by the International Codes.”

Some examples of need a permit versus not needing a permit – this is not all inclusive:
Electrical: Installing a cord and plug connected window air conditioner = No permit
Running a new circuit for an outlet to plug the window a/c into = Permit
Replacing a faulty receptacle outlet (normally) = No permit
Replacing old 2-hole outlets with newer 3-hole (grounded) = Permit
Installing or replacing electric range (should) = Permit (why-
It is quite likely the circuit will have to be upgraded because the new appliance probably requires more current. This should apply to clothes dryers and water heaters also)
Replacing a light fixture = No permit

Plumbing: Emergency repairs do not require permits = No permit
Replacing a toilet, lavatory, other sink, clothes washer = No permit
Installing new toilet, sink, clothes washer where there wasn’t one = Permit
Installing/replacing water heater, water softeners etc. technically = Permit
The requirement in the adopted codes for permitting is to insure that these
City staff will help determine if you need a permit.

HVAC/etc: Replacing/installing a furnace should = Permit. Most HVAC work is done by professionals who know the I-Code section that relates to them and when they would need a permit.

Building: Replacing doors/windows of the same size and location = No permit
Installing new door or window in a new location = Permit
Installing floor covering (tile, carpet, wood flooring, etc) = No permit
Replacing subfloor, roof decking, repairing floor joist (or ceiling joists, rafters, studs etc) = Permit
Re-roofing – if decking is good when old roofing torn off = No permit
Re-roofing if decking has soft spots it should be replaced and that = Permit
Adding a room will always = Permit

Rebuilding or adding a deck will also = Permit
